Issued is not a pipeline stage

A quote needs an owner, value, decision date, next action and outcome. If the only status is sent, follow-up becomes memory-based and the firm cannot distinguish a lost job from a buyer who still needs an answer.

Every genuine enquiry should have a named owner and dated next action. Every issued quote should be followed until it is won, lost or deliberately paused, with the reason recorded.
